www.mangadownload.net works for me when I need it, but I guess I've been exceptionally lucky.
Usually, you'd have to donate once in order to access the licensed mangas they host, however, for a few days every month or so, they open their archives to all users so you can download to your heart's content.

Well two of them I use has been mentioned but www.mangavolume.com is good and www.cartooniverse.net.uk is good when its working properly.

I recommend www.onemanga.com as well, as some of the others have already done. The only thing I find unsatisfactory about it is that it does not have all of the mangas that I would like to read, but to have absolutely every manga series written is not expected.

This is the one I use when I want to read manga. Its pretty good, though the load times on some of the pages can be a bit ridiculous. This site also has a lot of already licensed manga on it that can still be read. I originally found it so I xould read MARS online, but have since kept using it.
