A ronin student named Hideki Motosuwa moves to the big city to enter cram school in hopes of getting into a good university. While there he discovers that everyone has something called a Persocom which is basically an android that acts a personal computer. He knows they're expensive so he figures the only way he'll get one is by pure luck... and yet, as luck would have it, he finds Chii, a supposed broken Persocom that someone had abandoned. It looks like this is his lucky day.
